Welcome to the Northeast Regional Office - Amendment 13 Updates

NOAA Fisheries announces new regulations implementing Amendment 13 to the Northeast Multispecies Fishery Management Plan.  The regulations published on April 27, 2004.  Unless otherwise specified, the effective date for these new requirements is May 1, 2004.  All management measures that were in effect prior to May 1, 2004, and that are not modified by the new regulations, will remain in effect.

Amendment 13 was developed by the New England Fishery Management Council, primarily to end overfishing on all groundfish stocks and to rebuild all groundfish stocks that are overfished. It contains a variety of measures applicable to commercial and recreational fishing that:

  • address impacts of the fishery on Essential Fish Habitat,
  • minimize bycatch,
  • implement improved reporting and recordkeeping requirements, and
  • address other conservation and management issues.
