NMFS announces the closure of the directed fishery for Atlantic herring in Area 1B as of 0001 hours, November 18, 2016.  Vessels issued Federal Atlantic herring permits may not fish for, catch, possess or land more than 2,000 lb of herring in or from Area 1B per trip and land more than once per calendar day, beginning November 18, 2016, through December 31, 2016, except that vessels that have entered port before 0001 hr on November 18, 2016, may offload and sell, from that trip, more than 2,000 lb of herring from Area 1B after the closure.  Vessels may not fish for, possess, transfer, or land herring from Area 1B from January 1, 2017, through April 30, 2017.

Federally permitted dealers may not receive more than 2,000 lb of herring per vessel harvested from Area 1B, per trip or calendar day, from 0001 hours, November 18, 2016, through December 31, 2016, unless it is from a trip landed by a vessel that entered port before 0001 hr on November 18, 2016.  Under current regulations, Federally permitted dealers may not receive any herring from a vessel that harvested fish from Area 1B between January 1, 2017, and April 30, 2017.

During the directed fishery closure, from November 18, 2016, through December 31, 2016, vessels may transit through Area 1B with more than 2,000 lb of herring on board, provided the vessel did not catch more than 2,000 lb of herring in Area 1B and stows all fishing gear aboard, making it unavailable for immediate use.
