Framework 12 to the Atlantic Sea Scallop Management Plan Approved

Dear Sea Scallop and Monkfish Permit Holder:

Framework 12 to the Atlantic Sea Scallop Management Plan has been approved. This final rule adjusts the limited access scallop days-at-sea (DAS) allocations for the fishing year March 1, 2000, through February 28, 2001. The adjustments are summarized as follows:

Full-time 51 120
Part-time 20 48
Occasional 4 10

This rule also corrects and clarifies the final rule implementing the Monkfish Fishery Management Plan, which was published on October 7, 1999, by clarifying that the 5% and 25% criterion referred to under several of the monkfish landing limits pertains to monkfish tail weight and not to monkfish whole weight.

This change affects the following monkfish trip limits currently in place:

[This change also affects measures that take effect May 1, 2002, pertaining to vessels issued limited access monkfish Category C or D permits.]

For the purposes of converting whole weight to tail-weight, the amount of whole weight possessed or landed is divided by 3.32. The converted tail weight will than be used to determine the 5% and 25% threshold.

The current regulations do not specify the application deadline for monkfish limited access permits. This rule corrects this omission and specifies that applications for limited access monkfish permits must be received no later than November 7, 2000.
