Dear Vessel Owner:
This letter provides notification that the National Marine Fisheries Service has reopened the application period for qualification for the Loligo squid/Butterfish moratorium permit, scup (porgy) moratorium permit, black sea bass moratorium permit, and Illex squid moratorium permit through August 31, 1998 ("application window"). In order for your permit request to be reviewed, you must request an application and submit the completed application to the Northeast Region Permit Office at the above address. Your application must be postmarked no later than August 31, 1998. If you previously submitted an application for one of the above moratoria fisheries, but were notified that the application was received too late, you should have received a letter recently from the National Marine Fisheries Service which explained your status. If you applied too late, but did not receive a letter from us recently, please call Tom Warren at (978) 281-9347.
The previous application deadlines for these moratorium permits will be extended to August 31, 1998 because application forms were unavailable to the public when several of these moratoria were initially announced. The application window will provide the industry with an application opportunity consistent with the intent of the underlying fishery management plans, as well as consistent with other moratorium fisheries implemented by the Northeast Regional Office.
The qualification criteria for each of these limited access permits are unchanged. Unless you were previously notified that NMFS has records which qualify your vessel, you must provide evidence with your application that the vessel meets the eligibility criteria below:
Loligo Squid/Butterfish Moratorium Permit:
Vessel landed and sold at least 20,000 pounds of Loligo squid, or butterfish, or a combination thereof in a 30 day consecutive period from 8/13/81 to 8/13/93.
Scup Moratorium Permit:
Vessel landed and sold any amount of scup from 1/26/88 to 1/26/93; or the vessel was under construction for, or was being rerigged for, use in the scup fishery on January 26, 1993, provided the vessel landed and sold scup by January 26, 1994.
Black Sea Bass Moratorium Permit:
Vessel landed and sold any amount of black sea bass from 1/26/88 to 1/26/93; or vessel was under construction for, or was being rerigged for, use in the black sea bass fishery on January 26, 1993, provided the vessel landed and sold black sea bass by January 26, 1994.
Illex squid Moratorium Permit:
Vessel landed and sold Illex squid on at least 5 separate trips between 8/13/81 and 8/13/93, with landings of at least 5,000 pounds per trip; or the vessel was under construction for, or was being rerigged for, use in the Illex squid fishery on August 13, 1993, and the vessel landed and sold at least 5,000 lbs of Illex squid on at least 5 separate trips prior to December 31, 1994.
Again, the new application deadline is August 31, 1998. No
application will be accepted if postmarked after August 31, 1998.
