This table shows sector carryover as of December 31, 2020, calculated in accordance with regulations at 50 CFR 648.87(b)(1)(i)(C)(1)(iii) implemented through a Final Temporary Rule for an Emergency Action published December 31, 2020 (85 FR 86849), which increased carryover for GB and GOM haddock, and American plaice (in bold).
1For FY18, GOM cod and witch flounder carryover were capped at 10% of the initial FY18 allocation. For all other stocks, carryover from FY18 was capped by the FY19 ABC.
2For witch flounder, only de minimis carryover from FY12 was allowed.  De minimis carryover was 1% of the FY13 initial ACE.
2GB Cod and GB Haddock may be carried over, but will be added to GB Cod west and GB Haddock west ACEs in the following fishing year.

4De minimis carryover is a small amount of carryover catch above a sector's current year allocation that would be exempt from the pound-for-pound payback if overage repayment accountability is triggered.
⁵The de minimis amount of carryover from FY19 to FY20 is 1% of the FY20 initial ACE not to exceed unused ACE carried over from FY19.
⁶The maximum amount of carryover from FY19 to FY20 is 10% of the FY19 initial ACE, except for some stocks whose maximum carryover was reduced to prevent potential catch from exceeding ABC in FY20.
⁷Maximum potential carryover and the amount of FY19 ACE available to carryover exclude state-operated permit banks, which cannot carry over ACE.
⁸The calculations for columns J, K, O, P, and Q involve data of all sectors combined and will not exactly match the calculations on a sector-by-sector basis because state-operated permit banks cannot carry over ACE and due to rounding/truncating of fractional pounds.    
Any value for a non-allocated species may be due to landings of that stock; misreporting of species and/or stock area; and/or estimated landings (in lieu of missing reports) based on vessel histories.      
These data are the best available to NOAA's National Marine Fisheries Service (NMFS). Data sources for this report include: (1) Vessels via VMS; (2) Vessels via vessel logbook reports; (3) Dealers via Dealer Electronic reporting. Values are in live weight and include estimates of missing dealer reports. Differences with previous reports are due to corrections made to the database.
