The The Operations and Budget Program (OBD) provides strategic planning, human capital management, grants administration, financial management, and operations support to the Greater Atlantic Regional Fisheries Office. OBD manages grant programs, making federal funds available to states and other non-federal entities (including Fishery Management Councils and the Atlantic States Marine Fisheries Commission) to carry out projects authorized under the Atlantic Coastal Fisheries Cooperative Management Act, Interjurisdictional Fisheries Act, Saltonstall-Kennedy Act focused on furthering the conservation, management and utilization of fishery resources of the Northwest Atlantic. The division also performs region-wide program/project reviews, evaluations and analyses required for planning and budgetary decisions. OBD manages regional office financial operations, procurement, and coordinates the budgeting process.  It prepares policies and procedures for the Regional Administrator's consideration in implementing regional strategies, program plans and activities. It provides services to the regional office including: human resource and property management, response to public inquiries under the Freedom of Information Act, records and facility management, training, internal controls, and safety and security.
