Dear Dealer Permit Holder:
New regulations implementing Amendment 9 to the Summer Flounder, Scup, and Black Sea Bass Fisheries (Amendment) go into effect on June 1, 1997. This letter explains a new requirement for a Federal black sea bass dealer permit and reporting requirements for permit holders.
Beginning June 1, 1997, to purchase black sea bass from federally permitted commercial vessels, all dealers must be issued a black sea bass dealer permit. Also, all persons holding a dealer permit for the black sea bass fishery must submit weekly reports of all fish purchases and annual reports of the "Employment Data" section of the Annual Processed Products Reports. If you did not purchase fish, during a month, you still have to submit a "negative" report to indicate that is the case. To add a Federal black sea bass dealer permit to your existing Federal dealer permits, please complete the enclosed application and return to the address above.
This letter is only a summary of the dealer permit requirements established under this Amendment. There are other requirements that have not been summarized in this letter.
