Scup Quotas for Massachusetts and Maryland Harvested

Date: April 23, 1998

Dear Scup Dealer and Commercial Vessel Permit Holder:

This letter is to inform you that the commercial scup (porgy) quotas available to the Commonwealth of Massachusetts and the State of Maryland for the 1998 Summer period have been harvested.

Because of a significant overages in each State's respective 1997 Summer period quota, no scup quota is available for harvest in Massachusetts or Maryland in the 1998 Summer period. Scup regulations at 50 CFR 648.120(d)(6) require that any overage of the commercial quota landed in any state during the Summer period be deducted from that state's Summer period quota the following year. Therefore, effective 0001 hours May 01, 1998, through 2400 hours October 31, 1998, fishing vessels issued a Federal moratorium permit for the scup fishery may not land scup in Massachusetts or Maryland. Additionally, dealers issued Federal dealer permits for scup are advised that they may not purchase scup from Federally permitted vessels that land in Massachusetts or Maryland for the 1998 Summer period.
